The economic slowdown in Estonia, Latvia, and Lithuania has been stronger than the slowdown in many well-established industrialized countries, and stronger than in the majority of the central and eastern European reforming countries. The authors look for the reasons for this strong slowdown and make suggestions about how to reverse it.
