Measures to increase the efficiency of infrastructure utilization by means of user-dependent transport financing schemes are not in conflict with the global economic conditions: the challenges and requirements for domestic infrastructure networks will tend to increase in the future. At the same time, user fees can also bring about a change in the pattern of spatial division of labor. The author points out that the environmental and accessibility objectives pursued by the regional planning policy would be significantly enhanced by a conversion of transport revenue financing to a system of user charges.
