Against the backdrop of increasing efforts of the German federal and states’ governments to open up additional private financial sources for transport infrastructure construction this paper tries to give a comprehensive overview over transport-related public expenditures and revenues of the various federal layers in Germany. This is done by virtue of an in-depth analysis of the federal and states’ fiscal budgets and additional statistical material on local and municipal budgets. The objective is to analyse the financial scope for transport policy purposes and equally to enhance the transparency on fiscal aspects of transport policy initiatives. Based on the statistical analysis, suggestions are made for reforming transport infrastructure financing.
