The Kiel Subsidy Report 2024 covers the years 2023 and 2024 based on the planning data for the federal budget. It focuses on the financial assistance provided by the federal government and provides an overview of the tax concessions of all regional authorities. In addition, the total subsidies in Germany, including financial assistance from the federal states and their municipalities, are estimated conservatively. A total of EUR 127.3 billion is planned for federal financial assistance in the 2024 federal budget. The tax concessions of all local authorities amount to EUR 74.8 billion in 2024. This corresponds to a grant rate (grants in relation to gross domestic product) of 3.0 percent. Tax breaks granted by the various levels of government will total EUR 74.8 billion in 2024, or 1.7 percent of gross domestic product. A conservative estimate of total subsidies yields a subsidy volume of EUR 285.3 billion, or 6.6 percent of gross domestic product.
