Offshoring – the transfer of production activities – from West European to Central and East European countries (CEEC) can significantly increase transport activities. As the CEEC transport infrastructure is still not on comparable standards with Western Europe, the question arises whether this is a hampering factor for offshoring. With foreseeable improvements in infrastructure networks, at least in the near future infrastructure will be more a conducive than a hampering factor for offshoring. This result is, in spite of some critical comments, strengthened by the European Union’s policy on the eastward enlargement of the Trans-
