The unemployment insurance system in Germany will realize large surpluses in 2015 and 2016 according to a forecast by the Kiel economist Alfred Boss in his Kiel Policy Brief. Adjusted for cyclical influences the surpluses will amount to about 3.5 bill. Euro. Thus, the rate of contribution to the unemployment insurance system should be reduced by 0.3 percentage points. In this case the contribution rate would amount to 2.7 percent in 2016.
