As we approach the fourth anniversary of Russia’s illegal, full-scale invasion of Ukraine, the Embassy of Sweden in Berlin, together with The Brookings Institution and the Kiel Institute for the World Economy, invite you to attend a research-based policy debate that brings together experts and policy makers to discuss the efficacy of Russia sanctions, their impact on Russia's war economy and potential avenues for future action.

Researchers will notably present the latest insights and evidence on:

  • The efficacy of shadow fleet and other sanctions
  • Sanctions circumvention and sanctions busting
  • The effects of sanctions on Russia’s economy

  • Ben Harris, Vice President and Director of Economic Studies, The Brookings Institution on efficacy of shadow fleet sanctions
  • Julian Hinz, Professor of International Economics at Bielefeld University and Head of the Research Center Trade Policy, Kiel Institute for the World Economy on sanctions circumvention and sanctions busting
  • Nataliia Shapoval, Vice President for Policy Research at the Kyiv School of Economics Institute (online) on formulating sanctions that raise the cost of Russia’s invasion of Ukraine
