Sanctions and Russia's War Economy: What Works, What's Next

As we approach the fourth anniversary of Russia’s illegal, full-scale invasion of Ukraine, the Embassy of Sweden in Berlin, together with The Brookings Institution and the Kiel Institute for the World Economy, invite you to attend a research-based policy debate that brings together experts and policy makers to discuss the efficacy of Russia sanctions, their impact on Russia's war economy and potential avenues for future action.

Researchers will notably present the latest insights and evidence on:

  • The efficacy of shadow fleet and other sanctions
  • Sanctions circumvention and sanctions busting
  • The effects of sanctions on Russia’s economy

Speakers include:

  • Veronika Wand-Danielsson, Ambassador of Sweden to Germany
  • Tobias Thyberg, Head of the unit for Eastern Europe and Central Asia, Swedish Ministry for Foreign Affairs
  • Niklas Wagner, Director for Eastern Europe, the Caucasus and Central Asia at the German Federal Foreign Office
  • Torbjörn Becker, Director of the Stockholm Institute of Transition Economics (SITE), Stockholm School of Economics
  • Ben Harris, Vice President and Director of Economic Studies, The Brookings Institution
  • Julian Hinz, Professor of International Economics at Bielefeld University and Head of the Research Center Trade Policy, Kiel Institute for the World Economy 
  • Moritz Schularick, President, Kiel Institute for the World Economy
  • Nataliia Shapoval, Vice President for Policy Research at the Kyiv School of Economics Institute (tbc)

The debate will be moderated by Jim Tankersley, Berlin Bureau Chief for The New York Times and Polina Ivanova, Foreign Correspondent for The Financial Times.
