Against the background of the accelerated economic decline of the Soviet Union in the 1980s, the importance of the military-industrial complex in the Soviet economy is examined. It is discussed under which regulatory framework a market-oriented conversion should take place. This question will be answered taking into account the current conversion policy in the Soviet Union.
