Although Estonia successfully transformed its Soviet type economy into a functioning market economy, serious problems remained. The authors put their focus on Estonia’s underfunded social security system which mirrors the country’s sluggish catching-up process. They analyze how Estonia got stuck in catching-up and sketch what has to be done to advance Estonian growth and thereby to create a wider scope for the further development of social security in Estonia.
