Abstract

Preferential Trade Agreements (PTAs) are widely used instruments for promoting economic integration between countries. However, the extent to which they are utilized - particularly through the uptake of preferential tariffs - varies significantly across agreements and sectors. This paper investigates the utilisation patterns of preferential tariffs by Chilean importers, using detailed transaction-level trade data. In particular, the analysis focuses on the role of Rules of Origin as a potential source of complexity and cost that may inhibit firms from claiming available tariff preferences.
